Educational Benefit in the Least Restrictive Environment

The Alvord Unified School District offers a continuum of educational services and program options that provide students with exceptional needs access to a free, appropriate public education, in the least restrictive environment. The Special Education Department provides leadership, administration and coordination of programming for schools serving students with special needs. We are part of the Riverside County Special Education Local Planning Area (SELPA). We work with Riverside County Office of Education (RCOE) and the California Department of Education (CDE) to obtain services for students with exceptional needs. We follow state and federal regulations regarding special education.

 

  • Did Your Child Have An (IEP) Individualized Education Program In His/her Previous District?


    Please provide the following when you complete enrollment at the school site:

    1. Copy of most recent IEP
    2. Copy of most recent Psychological Assessment
    3. Name, address, and telephone number of the last school/district your child attended
    4. If you are not the biological parent, you must have appropriate documents with you stating you have the right
    to sign for this student for educational purposes. A Caregiver Affidavit may be acquired from the Student
    Services Office (951)509-5032.

  • Individualized Service Plan (ISP)

    “Parentally placed private school children” (IDEA) with disabilities do not have the same individual entitlement to services that are received by students with disabilities who are enrolled in a public school. Pursuant to federal and state law regulations, the District spends a proportionate amount of IDEA federal funds to provide special education and related services to special education-eligible private school children with disabilities (ages 3-22). Based on the child find process, the district collaboratively participated with private school representatives and parents of parentally placed private school children with disabilities to form the following decisions related to the type of services to be provided to private school children with disabilities:

    • Private School Referral Process
    • Assessment process and eligibility criteria
    • Types of services provided (i.e., IEP vs. ISP)
    • Location and access to services; and
    • Progress monitoring and evaluation of provided services

    After consulting with representatives of private school children with disabilities, the District determined that the following services shall be provided to private school children with disabilities (ages 3-22) who are determined to be eligible for special education services.

    Each private school that has enrolled students with disabilities shall be offered one or more of the following options:

    • Up to three (3) hours per year of consultation services, based on need, per student who has been determined to be eligible for special education services. These consultation services can be provided in areas such as curriculum development, educationally-based speech and language, educationally-based behavior monitoring, and educationally-based occupational therapy. These consultation services can be provided by the following District specialists:
      • Special Education Teacher
      •  Speech Pathologist
      • School Psychologist
      • Occupational Therapist
    • Private school staff can participate in the District’s professional development opportunities when offered.

    The provisions of the procedural statement made within the collaborative efforts of the District, the private school representatives, and parents of parentally placed private school children with disabilities allow for an eligible private school child with a disability to receive ISP services that provide specific special education and related services to the child as deemed by this district policy. The District will continue the practice of notifying and inviting the private school, via various appropriate communication methods, to attend each meeting involving a parentally placed private school child’s ISP. The District may review services offered in this procedural statement at least every three years or more often if determined appropriate.

    Preschool children (3-5 years of age) with disabilities who are parentally placed in private elementary schools are not eligible for equitable participation provisions of a preschool student enrolled in a public elementary school. The District will proceed with the following determination of services for a parentally placed private school preschool child:

    • If the child with a disability (age 3-5) is determined eligible for special education services by an IEP team, the IEP team develops an IEP document offering placement and related services;
    • If the parent agrees with the offer of the developed IEP but declines public school pre-school placement in order to enroll the child in a private pre-school.;
    • The eligible preschool child is then considered a private school child with a disability.
    • The District’s offer then becomes an ISP in which services are in accordance with the District’s procedural statement above and with applied federal and state laws and regulations.
